Odd. The gimmick is present at 4D and 21D but not at 9D and 23D. What am I missing?

It’s present in all four of the clues you mention. You’re still adding two Gs to a common phrase to get a punny long answer. I don’t want to go into much more detail or I might end up spoiling it for some who haven’t completed the puzzle yet.
