the theme is an anagram
If you look at the groups of circled letters in 18A and 34A individually rather than stringing them together you’ll see that it’s the same set of letters which if reordered spell out part of the answer to 49A.
Down 13 is clued incorrect, no?! Should be homophone (same sound as a pronoun)?!

Shouldn’t it read “Underground shelters FROM tornadoes?” A person shelters from something dangerous, not for something.
